In general, Penang has a very reasonable cost, it is cheaper than Singapore or KL, but more expensive than Indonesia or Thailand ( from personal experience).
Any alcohol ( other than Tiger Beer) or non-Malaysian food can be much more expensive than expected, though cars and transit are very reasonable.
